As promised, here is the latest version of our proposed QuBE Manifesto (v3 as at 16 March) for discussion at our 11th Partner meeting on 20 March. The project can't afford to print and distribute hard copies so we've condensed the materials down to 6 A4 pages to encourage the public to download and print it themselves.
